From command line try "apt-get update && apt-get upgrade" that usually upgrades apt it it's the first time you've run it. Otherwise here's my /etc/apt/sources.list file. It keeps me pretty up to date, with very rarely a conficting package in there. Theres some commented out and a few i added.
