Tried this line on Mandrake 9.0 and it worked...

$ ./configure --with-qt-library-dir=/usr/lib/qt3/lib \
  --with-qt-include-dir=/usr/lib/qt3/include \
  --with-qt-moc=/usr/lib/qt3/bin/moc
