IPChains rules are notoriously difficult to do by hand.  I would recommend
using something like shorewall (if you're protecting a network) or one of the
rule builders on freshmeat.net.  If the PC is directly connected to the net and
an internal network, I recommend shorewall.  Since you mention DHCP and NFS, I
suspect that may be the case.  Actually, I would build a standalone machine as
the firewall and make your server a single NIC system on the internal network. 
You could use shorewall to forward your WWW traffic.
